The title of this chapter shall be as follows: "A local law authorizing the establishment of the Town of Smithtown Unity Council to provide advice and make recommendations to the Town Board."
The Town of Smithtown Unity Council shall identify and respond to all forms of bias through a program of education, legislative activism and cultural initiatives that promote both the diversity and unity of the people within the Town of Smithtown.
A. 
Scope and meaning of certain words and terms.
(1) 
The word "shall" is mandatory and not directory.
(2) 
The word "may" is permissive.
B. 
Definition of terms. As used in this chapter, the following terms shall have the meanings indicated:
TOWN BOARD
The Town Board of the Town of Smithtown, County of Suffolk, State of New York.
TOWN OF SMITHTOWN
A municipal corporation incorporated pursuant to the laws of the State of New York.
A. 
A Town of Smithtown Unity Council is hereby established which shall consist of not more than 25 members. All members of the Town of Smithtown Unity Council shall be appointed by and serve at the pleasure of the Town Board. A Chairperson(s) shall be appointed by the Town Board from among the members appointed to the Town of Smithtown Unity Council. A vacancy shall be filled in the same manner as the original appointment. All members of the Town of Smithtown Unity Council shall serve without compensation.
B. 
The Town of Smithtown Unity Council shall meet quarterly and as otherwise necessary. Meetings shall be at the call of the Chairperson(s). A majority of the members present shall constitute a quorum for the transaction of business. All decisions of the Town of Smithtown Unity Council shall be by majority vote of members present at a given meeting.
C. 
The Town Board shall retain final authority and jurisdiction over all matters involving appropriations, legislation and policy for the Town of Smithtown.
