A. 
Hydrants in new projects to be constructed shall have the distance between hydrants, as measured by the curb length, no more than 600 feet. The hydrants should be placed near the property line, if available. Hydrants shall not be placed within five feet of driveways.
B. 
Subdivision plans, as approved by the Glassboro Water and Sewer Department, shall be submitted to the Borough Water and Sewer Department Engineer for their approval of hydrant locations. Engineer shall respond in writing to the Department and Planning Board as to the hydrant locations.
All fire hydrants will be maintained by the Department, unless otherwise indicated by the Department in writing.
No person except the Superintendent for each division or his authorized agents, or firemen, for use of the Fire Department, shall open or use the valves or curb stops in any public or private main or open any public hydrant unless permission from the Superintendent in charge is first obtained therefor, and no person having a hydrant or service on his premises shall permit the water therefrom to be drawn, taken or used by the occupants of other premises or any others not paying a water fee or charge.
Whenever the municipal governing body desires a change in the location of any fire hydrant, the Department, upon written request, will grant or deny the change and all expense will be charged to the municipality.
Routine inspections of each hydrant shall be made annually according to the time schedule set by the Department's Superintendent.
The Police Department Dispatcher shall notify the Department when the fire companies will be using a hydrant.
New hydrant installation costs within a tract are borne by the tract developer because it benefits the tract directly. This policy is consistent with the Glassboro Water and Sewer Department policy regarding on-site improvements. However, occasionally, new hydrants are installed outside a developed tract and do not generally benefit the tract but rather benefit the broad fire protection capabilities of the Borough. Costs for installation of these off-site hydrants may be offset by the Glassboro Water and Sewer Department, provided they are more than 600 feet from the nearest point of the project. The method of offsetting the cost is to be determined by the Department at the time of application.
It is agreed by the parties receiving public fire service, private fire service, or any other service, that the Department does not assume any liability as insurer of property or person and that the Department does not guarantee any special service, pressure, capacity or facility, other than is permitted by the ordinary and changing operating conditions of the Department, as the same exists from day to day. It is agreed by the parties receiving services that the Department shall be free and exempt from any and all claims for injury to any person or property by reason of fire, water, failure to supply water pressure or capacity.
