The Markesan Memorial Cemetery shall be managed by the Cemetery Sexton in accordance with policies established by the Public Property and Health Committee and approved by the Common Council. All burials and headstone/marker placement must be approved and inspected by the Cemetery Sexton.

A. 
All headstones or markers shall be made of granite, bronze or suitable stone and must be set on a concrete base, said base to be in the ground not less than four inches and shall not be more than 22 inches wide.
B. 
All headstones, markers or other structures are to be set level with the ground, not extending above the ground, and shall be set in a straight line with the back side of the lot or west side in the New Cemetery. However, monuments installed prior to the effective date of this section shall be permitted.
C. 
Bronze government markers that are in addition to head stones shall be placed on the front side of the head stone.
D. 
Planting of trees, flowers or shrubs will not be permitted without permission of the Public Property and Health Committee and the Cemetery Sexton.
E. 
Lot sizes and prices shall be as set from time to time by resolution of the Common Council.
F. 
The lots or fractional lots on the cemetery shall be sold for burial purposes only.
G. 
There shall be only one burial or body per grave space, except that two burials or bodies per grave space shall be allowed if the remains are cremated or are infants younger than 12 months. Each burial space shall have a concrete vault with at least 20 inches of ground cover.

H. 
The City agrees to be responsible for perpetual care of the cemetery. The City does not accept responsibility (including theft or damage) for any decoration or item placed in the cemetery.
I. 
No glass containers are permitted in the cemetery.
J. 
All decorations or items left in the cemetery during the period from April 1 to April 15 and from October 15 to October 31 (semiannual cleaning) will be considered abandoned, and will be removed and disposed of.
K. 
No decorations or items are allowed on footstones.
L. 
The digging of any grave shall only be performed by a person/company that has been approved by the Public Property and Health Committee. The list of currently approved gravediggers is available from the Markesan City Clerk's office. The gravedigger shall be paid directly by the funeral director/mortuary. Collection of the fee shall be the responsibility of the gravedigger.

A. 
Definition. As used in this section, the following terms shall have the meanings indicated:
IMPROVEMENT
Any building, structure or utility. The term shall not include fencing and landscaping, the placement or construction of burial vaults, the placement or replacement of any headstone or any appurtenances customarily found in cemeteries.
B. 
Construction, installation and placement of improvements. No improvement shall be constructed, installed or placed upon a City-owned cemetery until the plans and site therefor have been reviewed by the Public Property and Health Committee, the Planning Commission and the Common Council.

C. 
Prohibited uses. No City-owned cemetery or portion thereof shall be used for any purpose which is not related to the operation and maintenance of a cemetery. Utility easements shall not be granted in, under or across any City-owned cemetery which are not related to the operation of said cemetery.
