A. 
The City Treasurer of the City of Chaffee, Missouri, shall be appointed by the Mayor and approved by a majority of the members of the City Council of said City, and shall hold his/her office for a term of one (1) year thereafter and until his/her successor is duly appointed and qualified.
B. 
The City Treasurer shall execute to the City of Chaffee a bond in the sum of one thousand dollars ($1,000.00) as required by ordinance, conditioned that he/she will faithfully perform all the duties of his/her office.
C. 
The Treasurer shall receive and safely keep all monies of the City which may come into his/her hands and shall disburse the same only upon warrants properly drawn, signed by the Mayor and attested by the City Clerk, provided however, that said Treasurer shall honor and pay warrants issued by the proper officer of the Library Board of the City and drawn upon the "Library Fund". He/she shall keep in a book provided for that purpose a full and accurate account of all monies received and disbursed and on what account received and disbursed. He/she shall keep a separate account of each fund or appropriation and the debits and credits thereto belonging. He/she shall keep a register of all warrants paid, describing such warrants by their date, number, name of payee, and amount, specifying the time of receipt thereof, from whom received and on what account. He/she shall cancel all bonds, coupons, warrants and other evidences of debt against the City, whenever paid by him/her, by writing or stamping across the face thereof the words "paid by the City Treasurer" with the date of payment written or stamped thereon. He/she shall issue duplicate receipts for all sums of money which may come into his/her hands, specifying in said receipts the date of payment and on what account paid. One (1) of these receipts shall be given to the person making the payment, and the other he/she shall file with the City Clerk who shall upon same credit the person named in the receipt with the amount of the payment and charge the Treasurer with the same. He/she shall give information to the Mayor and Council in writing, when requested, upon any subject relating to his/her office and to the fiscal affairs of the City.
D. 
The Treasurer shall report to the Council at the first (1st) regular meeting of each month showing the amount of money received by him/her, from whom received and on what account. He/she shall also include in his/her report a detailed statement showing all disbursements made by his/her office, to whom paid, date when paid, amount paid and on what fund drawn. He/she shall, on the first (1st) regular meeting of the Council in July of each year, make a complete and detailed report of the affairs of his/her office showing all receipts and disbursements for the preceding year, the balance, if any, on hand in the respective funds. He/she shall also make a written statement of bonds maturing the succeeding year, the amount of money required to pay interest on any debts or obligations falling due during the succeeding year.
E. 
At the first (1st) regular meeting of the Council held in April or as soon thereafter as may be of each year, the Treasurer shall present to the Council and Mayor, for final settlement, a general statement of his/her accounts for the past fiscal year. Such report shall show the actual condition of the Treasury on the first (1st) day of April and any balance remaining on hand to the credit of any fund, and such settlement, when approved by the Mayor and Council, shall be made a matter of record in the office of the City Clerk.
F. 
The Treasurer is hereby expressly prohibited from using, either directly or indirectly, for his/her own benefit or that of any other person any money, warrants or other obligations of the City in his/her custody and keeping, and any violation of this Section shall be deemed an ordinance violation.
G. 
The Treasurer shall have free access to the books of the City Clerk and the Clerk shall have free access to the books of the Treasurer for the purposes of inspection of each other's books, papers, statements and accounts.
