A.
There
is hereby created the position of Director of Public Works. His/her
duties shall include supervision of the physical properties, operations
and personnel of the Water and Sewer Department and of the Street
Department, under the City Council committee in charge of each such
department, to which committees said Director shall be responsible,
and whose directions he/she shall carry out. The Director shall be
in charge of purchasing supplies and materials for said departments,
and shall direct operations of said departments and of their personnel
and shall prepare and submit each department's budget each year for
presentation by the committee to the Council. He/she shall screen
applicants for employment and shall make recommendations to the respective
City Council committees concerning the hiring or discharging of personnel,
but all hiring and discharging shall be done by the City Council by
majority vote of those present, with or without such recommendation.
B.
The Director
shall be appointed by the Mayor with the consent of the City Council,
such consent requiring a majority vote of those present. His/her salary
shall likewise be determined by the City Council, as shall salaries
of all employees of the departments under his/her supervision.
C.
All purchases
of material, supplies and equipment not budgeted for shall require
approval of the City Council.
D.
The Director
shall do and perform all other duties necessary to and consistent
with efficient operation of the departments under his/her supervision
and carry out all lawful instructions of the committees to which he/she
is responsible.
