A. 
No person, firm or corporation shall engage in any plumbing work, whether the same be new construction, alteration or repair, unless such person, firm or corporation shall have first obtained a plumber's license from the City of Chaffee; provided however, that this Section shall not be applicable to the owner of the property who personally does his/her own plumbing and water work; except however, a person doing his/her own work on his/her property cannot extend into City property or attach on to City sewer or water lines without a plumber's license or a proper indemnity bond; provided further, that said owner shall otherwise fully comply with this and other provisions and the rules and regulations of the City applicable to such work.
B. 
The granting of a contractor's license, subcontractor's license or any other merchant or business license shall not be construed to include a plumber's license. Any such person, firm, or corporation desiring to engage in any plumbing work shall additionally be required to obtain a plumber's license.
C. 
Any person, firm or corporation now engaged in the business of plumbing or sewer work, or who desires to engage in said business, shall present an application in writing for a plumber's license to the City Council. Said application shall be accompanied by a written statement of his/her qualifications and his/her agreement to comply with and be governed in all respects by the ordinances and rules and regulations which are now in effect or which may hereafter be prescribed by the City Council. Each application shall also be accompanied by a surety bond in the sum of five thousand dollars ($5,000.00) together with the receipt that the premium has been paid for the ensuing year. Said bond shall be conditioned that he/she will indemnify and save harmless the City of Chaffee from all accidents and damage to persons or property caused by his/her negligence in protecting his/her work and that he/she will replace and restore any sidewalks, streets, or alley surface to as good a condition and state as he/she found the same and as otherwise provided by this Chapter.

I, __________________ and _________________________________________ sureties acknowledge ourselves to owe, and be indebted to the City of Chaffee, Scott County, Missouri, in the sum of five thousand dollars ($5,000.00) for payment of which we bind ourselves jointly and severally, and our heirs, administrators, executors and assigns.
The condition of the above obligation is that, whereas, the above principal, ___________________________, has applied for and obtained a license from the City of Chaffee, granting him/her authority to do a general plumbing business in the City of Chaffee, now the said ___________________________, during the period of which said license is granted shall adequately protect all work done on City property from flaws or defects, and if permitted to move or cut any concrete in any sidewalk, curb, street, or alley or the blacktop on any street, that he/she will repair the same in as good condition as before said work was done, to be approved by the Water and Sewer Committee, together with the Water Superintendent of the City and comply with the State laws and the ordinances of the City of Chaffee respecting the duties of all plumbers, and if any excavations are made on City property, that he/she will at all times protect the excavated portions with signs and obstructions to prevent the public from going over or upon such excavation portion of said street or alley, and keep a red lantern signal or signals placed upon or around where said work is being done, during the period of dusk at one day to dawn the next day, and otherwise protect and hold the City of Chaffee free and harmless from any liability whatever in the premises, then this bond to become void twelve (12) months after said work is finished, otherwise to remain in full force and effect.

The City Council may grant said plumber's license upon being satisfied of the qualifications of the applicant, subject however, to the payment of the license fee and his/her compliance with the other requirements and qualifications for such license. The license fee for a plumber is hereby set at thirty-five dollars ($35.00) annually. Such license shall expire on June thirtieth (30th), provided however, that in the event any application is filed after the last day of the month of June, the fee as fixed herein for such license shall be prorated according to the months remaining until June thirtieth (30th). The holder of the plumber's license from the City of Chaffee for the preceding year shall be entitled to automatic renewal of his/her plumber's license upon payment of the prescribed license fee and compliance with the other requirements and qualifications applicable thereto, provided however, that such license renewal may be refused for good cause shown or in the event said bond is forfeited, or in the event said plumber is in arrears on the payment of any fee herein made payable to the City of Chaffee. Said license shall be non-transferable.
F. 
No plumber shall put an extension, attachments or appliances for the use of water in any premises within the City without first obtaining a permit therefor, and within forty-eight (48) hours after installing any new attachments or appliances for the use of water in any premises, shall report in writing to the Water and Sewer Committee as in the case of new connections.
G. 
It shall be unlawful for any plumber, plumbers or pipefitters to do any work upon any lines or appurtenances of the system of waterworks of said City or to make any connections with or extensions to the supply pipes of any consumer, until such plumber, plumbers or fitters shall have first procured a license so to do as hereinafter provided.
H. 
Any person, firm or corporation licensed as plumber aforesaid, who shall be guilty of a violation of any of the provisions of this Section or any rules herein prescribed or that may hereafter be adopted by the Mayor and City Council, or shall interfere with an inspection of his/her work, shall be guilty of an ordinance violation and upon conviction thereof be fined as set forth in Section 100.220 of this Code. A conviction, as aforesaid, shall operate as a forfeiture of the license granted and said forfeiture shall also operate and be enforceable against any partner or employee of said plumber, firm or corporation and no license shall be granted to said person, firm or corporation convicted as aforesaid until all fines and costs incident thereto have been fully paid and until the expiration of six (6) months from the date of the payment of any fine assessed.
