The developer/contractor shall assure that 25% of the dollar cost of any construction contract exceeding $50,000 shall be awarded to minority business enterprises, as defined in this chapter and as certified as such by the Review Council.
A. 
To the extent permissible under the provisions of the New Jersey Local Public Contracts Law,[1] the City of Camden shall ensure that a fair and substantial portion of those publicly funded City construction contracts valued at less than $50,000 but in excess of $4,500 are awarded to minority-owned business enterprises. For the purpose of this subsection, a fair and substantial portion shall be considered to be not less than 35% of the total dollar amount of such contracts awarded annually.

B. 
To the extent permissible under the provisions of the New Jersey Local Public Contracts Law,[2] the City of Camden shall ensure that a fair and substantial portion of publicly funded service and purchase contracts valued at less than $4,500 are awarded to minority-owned business enterprises. For the purpose of this subsection, a fair and substantial portion shall be considered to be not less than 50% of the total dollar amount of such contracts awarded annually.
