The governing body of the City of Camden does hereby authorize the Municipal Clerk to establish a schedule, pursuant to N.J.S.A. 47:1A-5, which states the fees to be paid by the public for information and/or document requests. Except as may otherwise be provided by law or regulation, the fee schedule is as follows:
A. 
Cost of hard copies (reproduction costs): see § 340-21 of this article.

B. 
Certified copies: $4 each, plus the reproduction cost.
C. 
Facsimile copies: $4 each, plus reproduction cost.
D. 
Electronic mail: $5 per file.

A. 
A copy or copies of a government record of the City of Camden ("City record") may be purchased from the City by any person upon payment of the fee prescribed herein to the Municipal Clerk.
B. 
Except as may otherwise be provided by law or regulation, the fee assessed by the Municipal Clerk for the duplication of a printed City record shall be:
(1) 
$0.05 per letter size page or smaller.
(2) 
$0.07 per legal size page or larger.
C. 
If the actual costs for the Municipal Clerk's duplication of a City record exceed the enumerated rates in Subsection B, the Municipal Clerk may charge the actual cost of duplicating the record. As required under state law, the actual cost of duplicating the City record, upon which all copy fees are based, shall be the cost of materials and supplies used to make a copy of the record, but shall not include the cost of labor or other overhead expenses associated with making the copy except as provided for in Subsection E below.
D. 
Access to electronic records and nonprinted materials shall be provided free of charge, but the Municipal Clerk may charge for the actual costs of any needed supplies such as computer discs or other similar electronic media storage.
E. 
Whenever the nature, format, manner of collation, or volume of a printed City record to be inspected, examined, or copied pursuant to this section is such that the City record cannot be reproduced by ordinary document copying equipment in ordinary business size or involves an extraordinary expenditure of time and effort to accommodate the request, the Municipal Clerk may charge, in addition to the actual cost of duplicating the record, a special service charge that shall be reasonable and shall be based upon the actual direct cost of providing the copy or copies. The OPRA requestor shall have the opportunity to review and object to the charge prior to it being incurred.
