It shall be unlawful for anyone within the Borough to feed domestic pigeons or suffer them to be fed, except for pigeons that are confined within a coop or enclosure, because at large pigeons are a nuisance, create unsanitary conditions and do damage to real estate and otherwise.

Council hereby recognizes that the roosting of pigeons in homes and buildings within the Borough has created a health hazard and affects the health of residents of the Borough and that the condition of pigeons flying at large and roosting creates an unsanitary condition and is hereby declared to be a nuisance.

Pigeons flying at large in the Borough are to be eliminated as expeditiously as possible in a humane manner.

The Chief of Police and the Health Officer shall take the necessary steps in eliminating the problem of pigeons flying at large by destroying pigeons either by shooting, poison or in any humane manner.

In the event destruction of pigeons is to be made by shooting pigeons, permits will be issued under the signatures of the Health Officer and the Chief of Police to named and specified individuals.

Any person who shall violate any provision of this article shall, upon conviction, pay a fine not exceeding $600 and, in default of payment of said fine and costs, be sentenced to a term of imprisonment not to exceed 30 days. Each day that a violations continues shall constitute a separate offense.
