A. 
As used in this article, the following terms shall have the meanings indicated:
ANIMAL
Any wild animal, dangerous animal, domestic animal, fowl or household pet.
BIRD
A feathered animal with two wings and two legs.
DANGEROUS ANIMAL
Any animal creating, threatening or risking a hazardous, harmful, perilous or unsafe situation. This term includes, but is not limited to, the following:
(1) 
Any animal whose bite or sting can be poisonous or harmful to humans, to include poisonous spiders, poisonous snakes, poisonous frogs or amphibians, crocodiles, alligators or other reptiles.
(2) 
Members of the cat family, other than domesticated house cats, such as lions, tigers, cougars, panthers, mountain lions, ocelots, lynxes and bobcats.
(3) 
Any nonhuman primates such as gorillas, chimpanzees, orangutans, monkeys and gibbons.
DOMESTIC ANIMAL
Any animal normally or ordinarily domesticated in this area and climate as livestock, or any animal used for work or breeding purposes or any animal normally or ordinarily kept as a household pet.
DOMESTIC FOWL
A kind of bird kept at houses and farms to supply eggs and food that includes chickens, ducks, geese, guinea fowl and any other domestic bird of the genus Gallus, Anas, Anser or Numida.
HOUSEHOLD PET
Any dog, cat, bird, gerbil, hamster or other tamed domesticated animal normally and ordinarily kept in or permitted to be at large in the dwelling of its owner for companionship or entertainment and treated with affection. This term specifically excludes wild animals (e.g., skunks, foxes, wolves, raccoons, ground hogs, squirrels and pigeons) and dangerous animals despite the owner's desire to keep it as a pet.
LARGE ANIMAL
Any wild or domestic animal of the bovine, equine, sheep, goat or pig family.
OWNER
Any person who has a right of property in a animal, or has custody of the animal, or who harbors or permits an animal to remain on or around his property.
PERSON
Any person, firm, partnership, association or corporation.
SMALL ANIMAL
Any tamed wild or domestic animal such as a rabbit, hare, guinea pig, rat, mouse, chinchilla, homing pigeon or animal of similar size, but excluding skunks, foxes, wolves, raccoons, ground hogs, squirrels and pigeons.
TAMED ANIMAL
An animal that is gentle, submissive and generally easily managed and handled.
WILD ANIMAL
Any animal, including bird, fowl or reptile not normally or ordinarily domesticated, not normally or ordinarily raised in this area and climate as livestock or for work or breeding purposes or not considered a household pet as defined in this article.
B. 
In this article, the singular shall include the plural, the plural shall include the singular and the masculine shall include the feminine.
A. 
Prohibited animals. Prohibited animals shall be regulated as follows:
(1) 
It shall be unlawful for any person to keep any dangerous animal, any wild animal, any large animal or any domestic fowl at any place within the Borough of Greenville with the following exceptions:
(a) 
A person may keep certain animals that are licensed and routinely inspected by the state; provided, they are also approved by the Borough. In addition, the Borough requires evidence of the most current state inspection.
(b) 
The Borough of Greenville Council may, at any time, grant a special exemption to the keeping of prohibited animals for such reasons as limited engagements for traveling circuses and for legitimate medical benefit.
B. 
Small animals. Small animals shall be regulated as follows:
(1) 
Small animals shall be confined in quarters no part of which shall be closer than 15 feet from any property line.
(2) 
The owner shall be required to follow such procedures and practices so as to:
(a) 
Keep and maintain the premises in a clean and sanitary condition and prevent any odors from emanating beyond the property line.
(b) 
Prevent any nuisance or health threat to anyone living on or beyond the premises where animals are kept.
(3) 
The owner shall provide an enclosure for the animal(s) that is sufficient to prevent them from running at large, that is of a size conducive to good sanitary practices and the proper maintenance of the animals good health and that is equipped with an adequate drainage receptacle that when closed is rodentproof and flytight.
(4) 
The owner shall collect and dispose of the litter and dropping in a timely manner so as to prevent the presence of fly larvae and malodorous conditions.
C. 
Household pets. Household pets shall be regulated as follows:
(1) 
For pets kept inside the dwelling unit the pet owner shall:
(a) 
Ensure that good sanitary practices are followed and maintained.
(b) 
Ensure that no public nuisance or public health threat is created or maintained.
(2) 
For pets kept outside the dwelling unit, the pet owner shall:
(a) 
Place any enclosure (e.g., dog house) so that no part of it is closer than 10 feet from any property line.
(b) 
Keep any pet that is restricted in its movement by a device (e.g., on a chain) at least five feet from any property line when the pet is fully extended on the device.
(c) 
Keep and maintain the premises in a clean and sanitary condition.
(d) 
Ensure that no public nuisance, no public health threat or no malodorous condition is created or maintained.

Any person, firm or corporation who shall violate any provision of this article shall be guilty of a summary offense and shall, upon conviction therefor, be sentenced to pay a fine of not more than $600 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this article continues or each section of this article which shall be found to have been violated shall constitute a separate offense.
This article shall be enforced by the Office of Code Enforcement of the Borough of Greenville.
