It shall be unlawful for more than one person at one time to ride a bicycle, built for one person, upon any street, alley or highway in the City.

If any person rides a bicycle, a skateboard or roller skates on the sidewalk portion of the following streets in the City he shall be guilty of a traffic infraction and upon conviction shall be fined not less than $5 nor more than $25:
(1) 
Main Street, between Jackson Street and Bogart Street.
(2) 
Franklin Street, between First Avenue and Fifth Avenue.
(3) 
Mechanic Street, between First Avenue and Jackson Street.
(4) 
First Avenue, between Franklin Street and Mechanic Street.
(5) 
Second Avenue, between Franklin Street and Mechanic Street.
(6) 
Third Avenue, between Franklin Street and Mechanic Street.
(7) 
Fourth Avenue, between Franklin Street and Mechanic Street.
(8) 
Fifth Avenue, between Franklin Street and Mechanic Street.

It shall be unlawful for any person to operate or use a bicycle propelled wholly by muscular power upon any of the streets, alleys or public highways of the City unless such bicycle is currently registered with the City and a current registration certificate has been issued therefor pursuant to this division.

The registration period for bicycles shall begin on January 2 of the first year in each biennium, and bicycles must be registered not later than the following March 1.

Upon registration the Police Department shall issue a registration certificate and a decal for the bicycle. Such certificate and decal shall be numbered in numerical order beginning with the number one.

A registration decal issued pursuant to this division shall be attached to the frame of the bicycle for which it was issued, below the bicycle seat. No person shall operate or use a bicycle upon any street, alley or highway in the City unless such decal is so attached.

A record shall be kept at the Police Department in which shall be entered the name and address of the owner of each registered bicycle, the date of registration, and sufficient information to identify such bicycle.

It shall be unlawful for any person to sell or transfer ownership of any bicycle within the City without reporting to the Police Department, within 48 hours from the time thereof, full and complete information relative to such transfer of ownership, so that such bicycle may be registered in the name of the transferee. The purchaser or transferee of any such bicycle shall apply for a transfer of registration thereof within five days from the time the same is acquired by him. There shall be no fee charged for such transfer.
