The City is a "political subdivision", as defined in Sections
70.600 through 70.755, RSMo., and hereby elects to have covered by
the Missouri Local Government Employees' Retirement System all its
eligible employees in the following class: Present and future general
employees.

The City hereby elects Benefit Program L-12 one and three-fourths
percent (1.75%) in accordance with Section 70.655, RSMo. The Clerk
shall certify this election to the Missouri Local Government Employees'
Retirement System within ten (10) days hereof. Such election shall
be effective on the first (1st) day of August, 2012.

One hundred percent (100%) of prior employment shall be considered
for prior service credit in computing benefits and contributions to
the system.

The City Clerk shall deduct from the wages and salaries of each
employee member the member contributions required by Section 70.705,
RSMo., and shall promptly remit the deductions to the retirement system,
together with the employer contributions required by Section 70.730,
RSMo. Employer and employee contributions are to be effective November
1, 1972.

A. As
regards the retirement system for its employees, the City of Valley
Park elects to:
1. Adopt no change in the contributions from covered employees, keeping
the requirement of four percent (4%) of gross salary and wages as
contributions from covered employees in accordance with the provisions
of Sections 70.705 and 70.730, RSMo., 1986, as amended by RSMo. 1988
Supp.
2. Adopt no change in the method of determining a member employee's
final average salary, keeping a sixty (60) consecutive-month period
for determining a member employee's final average salary in accordance
with Sections 70.600 and 70.656, RSMo., 1986, as amended by RSMo.
1988 Supp.
3. Adopt a change in the Benefit Program of member employees, changing to Benefit Program L-12, as in Section
130.020 above.
4. Adopt no change in the Benefit Program of member employees, keeping
member employees option of retirement upon attaining minimum service
retirement age.

A. Benefits Extended To City. It is hereby declared to be the
policy and purpose of the City to extend, at the earliest date, to
all eligible employees and officials of the City who are not excluded
by law or by this Section, and whether employed in connection with
a governmental or proprietary function of the City, the benefits of
the system of Federal Old-Age and Survivors Insurance as authorized
by the Social Security Act, as amended, and by Section 105.300 et
seq., RSMo.
B. City Plan And Agreement. The Mayor and the City Clerk on behalf of this City shall prepare, execute and submit to the Office of Administration, Division of Accounting, as State Agency a plan and agreement for extending said benefits to said eligible employees and officials of the City, in the form prepared by the State Agency and hereby approved and adopted by the Board of Aldermen, which plan and agreement are to become effective upon approval thereof by the State Agency, and are further authorized and directed to execute agreements and modifications and amendments thereof with said State Agency, providing for the extension of said benefits to said employees and officials as set forth in said plan and agreement as provided for in Subsection
(A) hereof, said plan and agreement to provide that said extension of benefits is to be effective on October 1, 1953.
C. Deductions From Wages. Commencing on the first (1st) day
of October, 1953, there shall be deducted from the wages of all employees
and officials of the City to whom the benefits of said system of Federal
Old-Age and Survivors Insurance are extended, by virtue of the plan
and agreement hereinbefore provided for, the amount of each employees'
and officials' contributions, as determined by the applicable State
and Federal laws and by said plan and agreement, the aggregate amount
of said deductions to be paid into the Contribution Fund created by
Section 105.300 et seq., RSMo.
D. Contributions By City. Commencing on the first (1st) day
of October, 1953, following the date of the approval of the plan and
agreement of this City by the State Agency, there is hereby authorized
to be appropriated from the Water Department, Sanitation, Library
and General Revenue Funds of the City, and there shall be appropriated,
the sum or sums of money necessary to pay the contributions of the
City which shall be due and payable by virtue of the extension of
the benefits of the Federal Old-Age and Survivors Insurance System
to the eligible employees and officials of the City, said sum or sums
of money to be paid into the Contributions Fund created by Section
105.300 et seq., RSMo. The fund from which said appropriation is made
will, at all times, be sufficient to pay the contributions of the
City by this Subsection directed to be paid to said Contributions
Fund.
E. Administration — Records — Reports. The City,
from and after the approval of the plan and agreement of the City
by the State Agency, shall fully comply with, and shall keep such
records, make such reports and provide such methods of administration
of said plan and agreement as may be required by all applicable State
and Federal laws, rules and regulations now and hereafter in effect
with respect to the extension of the benefits of the Federal Old-Age
and Survivors Insurance System to the employees and officials of this
City. For the purpose of administrating said plan and agreement the
City Clerk shall be the official who shall make all required reports,
keep all records and be responsible for the administration of said
plan and agreement on behalf of this City, and any and all notices
and communications from the State Agency to this City with respect
to said plan and agreement shall be addressed to the "City Clerk,
City of Valley Park, Missouri".

A. The current Employee Handbook is hereby repealed and a new version
shall be enacted.
B. The policies and procedures of the City of Valley Park, Missouri,
to all employees, except as to certain officers delineated therein,
shall be as stated in the Employee Handbook which shall be on file
in the offices of the Clerk of the City of Valley Park, Missouri.
