Whenever the position of Public Works Director is vacant, any
references in the Code to the duties or functions of the Public Works
Director shall be read and interpreted to mean "the City Manager or
his designated official." When the position of Public Works Director
is no longer vacant, the original meaning of Public Works Director
shall be restored as it has been originally written and interpreted
in the Code.
