A. 
Appointment. The City Clerk shall be appointed to an indefinite term by the City Manager subject to confirmation of the Council. The Clerk is removable for cause by a 3/4 vote of the Council after a hearing.
B. 
City Clerk duties. The City Clerk shall perform all duties of office as provided in the Lake Mills Municipal Code or the Wisconsin Statutes.
C. 
Deputy City Clerk.
(1) 
The Deputy City Clerk shall be appointed to an indefinite term by the City Manager subject to confirmation of the Council. The Deputy Clerk is removable for cause by a 3/4 vote of the Council after a hearing.
(2) 
The Deputy Clerk shall act under the Clerk's direction and in the Clerk's absence or disability, or in case of a vacancy shall perform the Clerk's duties. The Deputy shall receive such additional compensation as the Council may provide.
D. 
Human Resources Department.
(1) 
There is hereby established a Human Resources Department of the City, which shall be staffed by the City Attorney, as the Human Resources Director; the City Clerk, as the Human Resources Officer; and the Deputy Clerk as the Human Resources Clerk.
(2) 
The HR Director, HR Officer, and HR Clerk shall perform the duties of their respective positions as directed by the City Manager.

Appointment. The City Treasurer shall be appointed to an indefinite term by the City Manager subject to confirmation of the Council. The Treasurer is removable for cause by a 3/4 vote of the Council after a hearing.
B. 
City Treasurer duties. The City Treasurer shall perform all duties of office as provided in the Lake Mills Municipal Code or the Wisconsin Statutes.
C. 
Deputy City Treasurer. The Treasurer may, in writing, filed in the office of the Clerk, appoint a deputy who shall act under the Treasurer's direction and in the Treasurer's absence or disability, or in case of a vacancy shall perform the Treasurer's duties. The Deputy shall receive such additional compensation as the Council may provide. The acts of such Deputy shall be covered by official bond as the Council shall direct.
D. 
Finance Department.
(1) 
There is hereby established a Finance Department of the City, which shall be staffed by the City Treasurer, as the Finance Director; the Payroll Clerk, Billing Clerk, Risk Management Clerk, and Collections Clerk.
(2) 
The Finance Director shall be directed by the City Manager, and the remaining staff shall be directed by the Finance Director.
A. 
Bond eliminated. The City elects not to give the bond on the City Treasurer provided for by § 70.67(1), Wisconsin Statutes.
B. 
City liable for default of Treasurer. Pursuant to § 70.67(2), Wis. Stats., the City shall be obligated to pay, in case the City Treasurer shall fail to do so, all state and county taxes required by law to be paid by such Treasurer to the County Treasurer.
