No town officer and no salaried employee of the town, and no agent of any such officer or employee, shall sell material or supplies or furnish labor to the town by contract or otherwise without permission of the Select Board or other board authorized to purchase or otherwise secure materials, supplies and labor for the town, expressed in a vote which shall appear on the records of such board with the reason therefor.

No town officer and no salaried employee of the town, and no agent of any such officer or employee, shall receive any compensation for work done or service performed by him for the town, except his or her official salary and fees allowed by law, without the permission of the Select Board or other board authorizing such work or service, expressed in a vote which shall appear on the records of such board with the reason therefor.[1]

Written contracts shall be required for all purchases of supplies and services in accordance with Massachusetts General Law, Chapter 30B, § 17.

Consistent with § C4-2.(k) of the Town Charter, the Town Administrator shall be the awarding authority for purchases in amounts less than $25,000 and shall execute said contracts on behalf of the Town. For purchases of $25,000 or more, the Select Board shall be the awarding authority and shall execute said contracts.
