The basic form and structure of government provided in the Home
Rule Charter is the Council-Manager form of government as stipulated
in Article Two of the Home Rule Charter. As more fully described in
the Home Rule Charter and this Administrative Code, the legislative
powers and functions of the Town government shall be vested in and
exercised by the Town Council whose presiding officer, the Mayor,
shall be elected at large. In accordance with Article Four, Section
4, of the Home Rule Charter, the Town Manager upon appointment by
Council shall be the Chief Administrative Officer of the Town and
as such responsible for all administrative or nonlegislative and nonjudicial
duties and responsibilities on behalf of the Town. Members of boards
and commissions appointed by Town Council perform advisory or administrative
duties of a continuing nature in specific areas as designated by this
Administrative Code.
The flow of information, policy direction and activity coordination
shall, in the case of administrative matters, be directed to and/or
through the Town Manager. The flow of information in the establishment
of policy shall always emanate from the Town Council to the Town Manager
and administrative and advisory boards when applicable.
