Code Enforcement is responsible for the protection of persons and property within the Town through the enforcement of zoning, subdivision, building, and related structural and land use codes.
Greenville contracts with a third-party organization to perform the Uniform Construction Code (UCC) building inspection functions within this service area. This designated third-party organization is Greenville's Building Codes Official (BCO) and is responsible for the management and administration of code and ordinance enforcement activities in regards to UCC inspections. The Town's Code Enforcement Officer/Zoning Officer is under the direction of the Assistant Manager.
The duties and responsibilities within code enforcement service shall be to:
A. 
Enforce zoning, subdivision, housing, demolition and such other related property maintenance, structural and land use codes as may be enacted by general statutory law or local ordinance;
B. 
Issue such licenses and permits as may be required by general statutory law or local ordinance; and
C. 
Provide technical and staff assistance to the Zoning Hearing Board and Planning Commission, as needed and appropriate.
A. 
The Town of Greenville has elected to administer and enforce the provisions of the Pennsylvania Construction Code Act, Act 45 of 1999, 35 P.S. §§ 7210.101 through 7210.1103, as amended from time to time, and its regulations.
B. 
The Uniform Construction Code, contained in 34 Pa. Code, Chapters 401 through 405, as amended from time to time, is hereby adopted and incorporated herein by reference as the municipal building code of Greenville. (Ordinance No. 1431, dated May 11, 2004)
C. 
Administration and enforcement of the code within the Town shall be undertaken in any of the following ways, as determined by Town Council from time to time by resolution:
(1) 
By the designation of an employee of the Town to serve as the municipal code official to act on behalf of the Town;
(2) 
By the retention of one or more construction code officials or third-party agencies to act on behalf of the Town;
(3) 
By agreement with one or more other municipalities for the joint administration and enforcement of this Act through an intermunicipal agreement, excepting that enforcement of the health and sanitation (plumbing) provisions of the code may continue to be enforced by a county health department without the need for an intermunicipal agreement;
(4) 
By entering into a contract with another municipality for the administration and enforcement of this Act on behalf of the Town; or
(5) 
By entering into an agreement with the Pennsylvania Department of Labor and Industry for plan review, inspections and enforcement of structures other than one-family or two-family dwelling units and utility and miscellaneous-use structures.
A. 
All building code ordinances or portions of ordinances which were adopted by the Town on or before July 1, 1999, and which equal or exceed the requirements of the code shall continue in full force and effect until such time as such provisions fail to equal or exceed the minimum requirements of the code, as amended from time to time.
B. 
All building code ordinances or portions of ordinance which are in effect as of the effective date of this article and whose requirements are less than the minimum requirements of the code are hereby amended to conform to the comparable provisions of the code.
C. 
All relevant ordinances, regulations and policies of the Town not governed by the code shall remain in full force and effect.
Fees assessable by the Town for the administration and enforcement undertaken pursuant to this article and the uniform code shall be established by the governing body by resolution from time to time.
