There shall be established in the Borough of Media four Parking Meter Zones as follows:
A. 
Zone 1 (short-term parking): the north and south sides of State Street between Lemon Street and Gayley Street; the east and west sides of Veterans Square between Baker Street and State Street; the east and west sides of Olive Street from Baker Street to Jasper Street; the east and west sides of Jackson Street from Baker Street to Jasper Street; the east and west sides of Orange Street between Baker Street and Jasper Street; the east and west sides of Monroe Street between Baker Street and Jasper Street; the east and west sides of Lemon Street between Jasper Street and Baker Street; the east and west sides of Church Street between State Street and Baker Street; the municipal parking lot within the block encompassed by State Street, Church Street, Baker Street and Monroe Street.
B. 
Zone 2: the parking lots owned by the Borough of Media and which are improved for off-street parking of motor vehicles located at Baltimore Avenue and Olive Street, Front Street and Olive Street, Front Street and Jasper Street (beside the Media Fire House), Gayley Street and State Street and Baltimore Avenue and Orange Street.
C. 
Zone 3: all parking areas within the Borough that are included in Zones 1, 2, 4 and/or 5.
D. 
Zone 4: (quick stop): In parking meter zones within a distance of 75 feet from the intersection of all streets, the Council may designate the parking spaces closest to the corner on each street and on both sides of each street as a quick-stop parking space, and when the same is done, the meter installed shall be of a red color, and thereafter, parking shall be no longer than 15 minutes during the hours specified in § 291-27 of this article.
E. 
Zone 5: the parking areas located on the north side of Front Street between Orange Street and Olive Street (the angled parking directly in front of the Courthouse).
A. 
Types of permits and authority to issue. There shall be two types of parking permits in addition to permits described in §§ 211-2 through 211-4 for residential parking permits. (RPP). These permits are for resident and general permits. The Borough of Media shall have authority to issue parking meter permits for use in Parking Zones 2, 3, and 4 only.
(1) 
Resident parking permit. The resident parking permit, hereinafter referred to as the "R" permit, shall be issued for residents living in a commercial or office zoning district if they prove to the satisfaction of the Borough that they do not have adequate off-street parking. Resident parking permits shall be valid in all parking spaces in areas of Zones 2, 3 and 4, but not in Zones 1 and 5. This permit shall be at a rate as designated in § 291-25D(1).
(2) 
General permit. A general permit, hereinafter referred to as the "general" permit, shall exist for other individuals wishing to purchase a permit to park in order to not have to pay daily the parking meters or kiosks in the parking area. These permits shall be at a rate as designated in § 291-25D(1) and shall be valid in all long-term parking lots. This permit shall be valid in all parking space areas of Zones 2, 3, and 4, but not in Zones 1 and 5.
B. 
Form of permit. The parking permit shall be a digital record which is registered to the license plate of the vehicle.
C. 
Application. Application for a parking permit shall be on a form provided by the Borough of Media or by electronic application on the Borough's parking permit website: mediaborough@cmrpay.com. The application shall contain the following information:
(1) 
The name, phone number and email address of the applicant.
(2) 
The make, model, year, and license number of the vehicle for which the permit is requested.
(3) 
The type of permit requested.
D. 
Issuance.
(1) 
The resident permits and/or general parking permits shall only be issued upon approval of the application and payment of a fee is such amount as shall be set by Council by resolution from time to time. Council may set different fees based on the term of the parking permits.
(2) 
Terms. Parking permits may be issued for terms of one month, three months or 12 months. A parking permit shall be effective on the date for which the applicable payment is received and the application is approved. Permits may be renewed by electronic application.
(3) 
Any permits shall automatically become invalid after the expiration date.
E. 
Invalidity of permits.
(1) 
Resident and/or general permits are valid for parking in any metered parking area with the exception of Zones 1 and 5 parking.
(2) 
Transferability. A permit must be registered to one or more vehicles owned by the applicant. A permit holder may add or remove vehicles registered to the permit by logging into the online account and revising the vehicle make and license plate number registered to the permit. However, a permit is valid for one vehicle at a time.
F. 
Effect of permit. When a permit is properly issued and the license plate of the vehicle is properly registered with the Borough, that vehicle shall be exempt from compliance with the regulations as to deposit of coins, currency or electronic payment and time applicable at parking meters in Media Borough, except as provided by Subsection E.
G. 
Fee not rebatable. In no event shall a permit fee be rebatable in whole or in part once a permit is issued.
A. 
It shall be unlawful for any owner or operator of a motor vehicle or other vehicle to park the same vehicle in Zone 1 for a period in excess of three hours except at quick-stop meters, where the time limitation is 15 minutes.
B. 
In Zones 2 and 3, there is no time limitation.
C. 
In Zone 5, it shall be unlawful for any owner or operator of a motor vehicle or other vehicle to park the same vehicle in Zone 5 for a period in excess of three hours.
A. 
When any vehicle shall be parked in any parking space adjacent to which a parking meter or kiosk is located during the time of limited parking, the owner or operator shall, upon entering the said parking space, immediately deposit or cause to be deposited in said meter or kiosk, in all parking meter zones and municipal parking areas, such payment as is hereinafter required. Payment may be in form of quarters, credit card or smartphone app, as the Borough Council may establish from time to time and provide for in writing at such parking meter or kiosk. Failure to make such payment shall constitute a violation of this article. Upon the deposit or making of such payment, the parking space may be lawfully occupied by such vehicle during the period of parking time prescribed herein for the particular amount deposited. The Council may, by motion, order the installation of parking meters or kiosks adjusted to receive payment for increments of time in half hour or less and not in an aggregate amount in excess of the maximum parking times applicable for such respective parking zones. To the extent that payment is made by means that results in an administrative charge, such administrative charge shall be paid in addition to the parking fees set forth herein.

(1) 
Parking Meter Zone 1. For parking meters and/or kiosks installed in short-term parking areas in Parking Meter Zone 1 the fee shall be $1.50 per hour, and for durations of less than one hour at the rate of $0.25 per 10 minutes, with a three-hour parking limit. All meter and kiosk fees for Zone 1 stated herein shall be payable and enforceable between the hours of 8:00 a.m. to 8:00 p.m. on Monday through Saturday.
(2) 
Parking Meter Zone 2. For parking meters and/or kiosks installed in all municipal parking lots in Parking Meter Zone 2 the fee shall be $1.50 for each one hour of parking, and for durations of less than one hour at the rate of $0.25 per 10 minutes, with no time limitation. All meter and kiosk fees stated herein shall be payable and are enforceable between the hours of 8:00 a.m. to 8:00 p.m. on Monday through Saturday.
(3) 
Parking Meter Zone 3. For parking meters and/or kiosks installed in all municipal parking lots in Parking Meter Zone 3 the fee shall be $1.50 for each one hour of parking, and for durations of less than one hour at the rate of $0.25 per 10 minutes, with no time limitation. All meter and kiosk fees stated herein shall be payable and are enforceable between the hours of 8:00 a.m. to 8:00 p.m. on Monday through Saturday.
(4) 
Parking Meter Zone 4. For parking meters and/or kiosks installed in all quick stop areas in Parking Meter Zone 4 the fee shall be $0.25 per 10 minutes, with a maximum of 15 minutes. All meter and kiosk fees stated herein shall be payable and are enforceable between the hours of 8:00 a.m. to 8:00 p.m. on Monday through Saturday.
(5) 
Parking Meter Zone 5. For parking meters and/or kiosks installed near the courthouse in Zone 5 the fee shall be $1.50 for each hour, and for durations of less than one hour at the rate of $0.25 per 10 minutes, with a three-hour parking limit. All meter and kiosk fees stated herein shall be payable and are enforceable between the hours of 8:00 a.m. to 8:00 p.m. on Monday through Saturday.
B. 
If such vehicle shall remain parked in any parking space for such a length of time in excess of that for which payment was made, such vehicle shall be considered as parking overtime, which shall be a violation of this article.
C. 
It shall be in violation of this article to deposit or cause to be deposited in any parking meter or kiosk or by smartphone app any payment for the purpose of extending or increasing the parking time stated in this section.
Parking meters and kiosks installed in the parking meter zones established as provided in § 291-24 hereof shall be placed upon the sidewalk and within a reasonable distance to the individual parking places described by lines painted or placed upon the curb, sidewalk and/or upon the streets. Each parking meter and kiosk installed shall indicate by a proper legend the legal parking time established by the Borough.
It shall be unlawful and a violation of this article to deposit or cause to be deposited or attempt to deposit in any parking meter or kiosk any slug, device or metallic substitute for currency of the United States, or counterfeit currency or to insert or attempt to insert any metallic, wooden, paper or other substance or device in the coin slot of any parking meter or kiosk.
It shall be unlawful and a violation of the provisions of this article for any person to deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter or kiosk installed under the provisions of this article.
A. 
It shall be the duty of the police officers or parking enforcement officers in the Borough, acting in accordance with the instructions issued by the Chief of Police, to report:
(1) 
The number of each parking meter or kiosk or the smartphone parking app which indicates that the vehicle occupying the space is or has been parking in violation of any of the provisions of this article.
(2) 
The date and hour of such violation.
(3) 
The state license number of each vehicle.
(4) 
Any other facts the knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
B. 
Each police officer or parking enforcement officer shall place on such vehicle parked in violation of the time allowed for parking, a notice/ticket to the owner or operator thereof that such vehicle has been parked in violation of the provisions of this article. The notice/ticket shall indicate the time thereof, and instruct the owner or operator that he or she may report to Police Headquarters in person to pay the penalty and/or pay online the sum of $25 within 30 days of issuance. Failure of such owner or operator to make any payment as herein provided shall render such owner or operator subject to the penalties hereinafter stated for the violation of the provisions of this chapter.
Nothing in this article shall be in conflict with the provisions of this article providing parking space for loading and unloading purposes, for bus stops, taxicab stands and other matters of similar nature. Commercial vehicles actively engaged in loading and unloading in parking meter zones shall be exempt from the provisions of this article.
