There is hereby established in and for the City of Hackensack an Information Technology Department for the purpose of providing up-to-date technology infrastructure tools, equipment and information to assist the City and its agencies and instrumentalities in achieving their various goals. A combination of direct support along with the coordination of outside vendor activity shall be the preferred approach used to meet the Department's objectives.
The Information Technology Department shall ensure that information is made available and dispersed City-wide quickly and accurately with the introduction of advanced technologies. Systems implemented by the Department shall ensure that communication throughout the City is state-of-the-art and allows for archiving of historical data when necessary. The Department shall promote the sharing of resources and encourage procurement of outside funds such as grants, dedicated accounts or matching funds.
The City Manager, subject to any requirements established by Civil Service Commission regulations, is authorized to appoint personnel to the Information Technology Department at annual salaries not to exceed those which are established in the City's Salary Ordinance.
Qualifications for appointment as an employee assigned to the Information Technology Department, the removal therefrom and the taking of disciplinary action with respect to any such employee shall be such as are prescribed by the laws and regulations of the State of New Jersey with respect thereto.
