This Common Council hereby finds that the Downtown Business District of the City of Peekskill has been, and continues to be, an improvement element of the quality of life in the City of Peekskill. In furtherance of its established policy of business development in the City, this Common Council hereby finds that the adoption of the provisions of Article 19-A of the General Municipal Law of the State of New York, which grants the City the ability to form business improvements districts in the City of Peekskill, is necessary and desirable in order to enable this Common Council to further provide for services within the City.
Pursuant to the provisions of § 980-b of the General Municipal Law of the State of New York, this Common Council hereby declares that the provisions of Article 19-A of the General Municipal Law shall apply to the establishment or extension of improvement districts in the City of Peekskill.
This chapter shall take effect 45 days after the passage hereof in accordance with the provisions of § 980-b of the General Municipal Law and § 24 of the Municipal Home Rule Law of the State of New York.
