The person elected to fill the office of Borough Treasurer shall, previous to entering upon the duties of his office, take the oath or affirmation required by the fifth section of the Act incorporating said borough and shall give bond to said borough, in such sum as may be fixed by resolution of the Borough Council, with two or more sufficient sureties to be approved by said Council, conditioned for the faithful discharge of the duties of his office, for the payment over of all moneys remaining in his hands in his official capacity at the expiration of his term of office and the delivery of all books and papers in his hands belonging to his said office to his successor in office, which bond shall be filed of record in the office of the Prothonotary of the County of Delaware.
It shall be the duty of said Treasurer to receive, receipt for and safely keep all taxes and other moneys collected for the use of said borough and paid over to him by the collector of taxes and water rents or other person or persons and to pay the same out only upon the order of the Borough Council under the seal of said borough, attested by the President of said Council and the Borough Clerk, as such orders may be drawn upon said Treasurer from time to time, taking proper vouchers from the persons receiving the money for all such payments.
It shall be the duty of said Treasurer to keep full, accurate and detailed accounts of all his receipts and expenditures in books to be provided for the purpose by the Borough Council, which shall be the property of said borough and shall at all times be subject to inspection by said Council. He shall certify to each stated meeting of the Council the balance of funds then in the treasury and, whenever required by said Council, he shall render a true and detailed account of all his receipts and expenditures and, at the expiration of his term, he shall deliver over to his duly elected and qualified successor in office all moneys in his hands and all books and papers belonging to his said office.
The compensation of the said Treasurer shall be fixed from time to time by resolution of the Borough Council, but shall not be increased or diminished during any term for which he may have been chosen.
