As used in this article, the following terms shall have the meanings indicated:
OWNER
When applied to the proprietorship of a dog or other animal, domesticated or not, includes every person having a right or property in such dog or other animal, domesticated or not, and every person who keeps or harbors such dog or other animal, domesticated or not, or has it in his care and every person who permits such dog or other animal, domesticated or not, to remain on or about any premises occupied by him.
A. 
Running at large unlawful. It shall be unlawful for the owner of any dog or other animal, domesticated or not, to permit a dog to run at large and unaccompanied by the owner or keeper within the Borough of Media.
B. 
Animals making certain noises or disturbances unlawful. It shall be unlawful for the owner of any dog or other animal, domesticated or not, to permit said dog or other animal, domesticated or not, whether confined on said owner's premises or not, to make any loud or harsh noises or disturbances which continue for a period of 15 minutes or more and which interfere with or the deprive the peace, quiet, rest or sleep of any person within the Borough.
C. 
Failure to affix identification tag unlawful. It shall be unlawful for any owner of a dog to fail to cause such dog to be equipped with a collar bearing an identification listing the name, address and telephone number of the owner at any time said dog shall be outside of the owner's residence. Owners shall be strictly liable for violations of this Subsection C.

D. 
While on sidewalks and streets, whether public or private, and public property, it shall be illegal for any owner or custodian of any dog to fail to keep such dog at all times secure by means of a leash and under the personal control of and in close proximity to such owner or custodian, who must hold the leash and be able to control the animal fully at all times.

The Media police are hereby authorized to seize and detain any dog or other animal, domesticated or not, which is found running at large and unaccompanied by the owner or keeper, in violation of § 149-2A, or is found making any loud or harsh noises or disturbances, in violation of § 149-2B, whether on the owner's premises or not.
It shall be the privilege of every police officer to kill any dog or other animal, domesticated or not, which is found running at large and is deemed, after due consideration by the police officer, to constitute a threat to the public health and welfare.
The Chief of Police or his agents or any person designated by the Council of the Borough of Media to be a dog catcher shall cause any dog or other animal, domesticated or not, bearing a proper license tag and so seized and detained to be properly kept and fed, and shall cause immediate notice, either personally or by registered mail, to be given to the person in whose name the license was procured or his agent to claim such dog or other animal, domesticated or not, within 10 days.

The owner of a dog or other animal, domesticated or not, so detained or who otherwise violates this article, shall pay a fine in accordance with § 149-11 of Article II to the Borough of Media and all reasonable expenses, including but not limited to the expenses of any humane society, animal rescue or veterinarian incurred by reason of its detention to the detaining parties before the dog or other animal, domesticated or not, is returned. In the event that the Borough of Media boards any such animal on its own property, the owner thereof shall be responsible for a boarding fee of $50 per calendar day for each day that the Borough of Media boards said animal.
If after 10 days from giving such notice such dog or other animal, domesticated or not, has not been claimed, the Chief of Police or any designated agent shall dispose of the dog or other animal, domesticated or not, by sale or by destruction in some humane manner and all reasonable expenses, including but not limited to the expenses of any humane society incurred by reason of its disposal by sale or by destruction, shall be paid by the owner of said dog or other animal.
