There shall be and there is hereby established rates or charges for the use of the sewers of the sewerage system of the Borough of Media and for the costs of maintenance and operation of the sewage treatment plant. Such rates or charges shall be calculated by imposing a static or fixed charge for each user based upon the capital and debt service costs of the Media sewerage and sewage disposal system proportionately on each customer plus the cost to each customer per 1,000 gallons of water used as a percentage of the total Media operating and capital expenses exclusive of all static or fixed charges.
B.
The Council of the Borough of Media shall adopt and adjust the actual rates of the static or fixed cost and shall adopt and adjust the costs per each 1,000 gallons used from time to time by resolution as may be necessary.

In the event that charges for sewerage service are not paid within 30 days after the rendition of the bill for such service, such charges shall be deemed and are hereby declared to be delinquent and thereafter such delinquency shall constitute a lien upon the real estate for which such service is supplied.
