The purpose of these standards is to provide adequate light and air; to avoid undue concentration of population; and to ensure the extension of public facilities at a rate consistent with population growth.
In any district in which apartment buildings are permitted, the following regulations and standards shall apply; except that in districts where apartment buildings are allowed only by special exception, the Zoning Hearing Board may determine that additional standards are necessary to carry out the intent of this chapter.
A. 
Building coverage. The total land area devoted to building space shall not exceed 25% of the total lot area, and the remaining nonbuilding area may include that portion of the site which is devoted to parking, landscaping, private access to roads and any related open space use.
B. 
Minimum lot area per dwelling unit. Two thousand square feet of lot area shall be provided per dwelling unit excluding the area of internal streets.
C. 
Design standards and restrictions.
(1) 
When more than one apartment building is constructed, the buildings shall collectively and individually adhere to the setback requirements of the district in which they are located.
(2) 
When more than one apartment building is constructed, external walk areas shall be lighted.
(3) 
When more than one apartment building is built, no apartment shall be closer than 20 feet from any other apartment building.
(4) 
No apartment building shall be constructed at a distance of less than 40 feet from adjoining property lines.
(5) 
Off-street parking shall be provided at a rate of one space per dwelling unit.
(6) 
Notwithstanding any other provisions of this chapter, apartment projects hereafter constructed shall provide open space areas equal to 25% of the total land area, excluding parking areas.
(7) 
All areas not utilized for building, off-street parking or off-street loading facilities shall be landscaped and maintained in a suitable manner.
(8) 
There shall be off-street loading, unloading and service areas provided. These areas shall be screened by landscaping or permanent construction from barriers adjoining areas.
