All buildings located within the City of Brigantine upon a street in which a sewer is constructed are required to be connected with such sewer.

A. 
No certificate of occupancy shall be issued by the Construction Official for any building hereafter to be constructed unless such connection has been made.
B. 
No residential or commercial premises within the City of Brigantine shall be constructed or reconstructed and connected or reconnected to the public sewer without the installation of an approved curbside "cleanout device" of such design and type as is approved in accordance with the applicable Uniform Construction and Plumbing Codes. The Superintendent of the Department of Public Works or the Construction Official may, in cases where the public health and safety or the health and safety of occupants is affected or where the sewer installation at any existing particular property is adversely affecting the operation of the public sewer system, require the installation of such curbside cleanout device in any existing property where none exists or, in the event of refusal of the property owner to install such device, require the termination of sewer service to the said property under such conditions as are necessary to protect the public health and safety or the health and safety of the occupants.
All existing buildings shall be connected to the sewer not later than 60 days from the effective date of this article. In the event that the owner of any property or properties affected hereby shall neglect to make such sewer connections, the City, after notice given as prescribed by law, shall award contracts for the making of such improvement and cause such connection to be made under the direction and supervision of the Plumbing Inspector.
Upon the failure of the owner of property or properties to connect with the sewer in accordance with the provisions hereof and the performance of such connection by the City, the cost and expense of said connection shall be assessed to the owner and shall constitute a lien on said property collectible in the same manner as other real property taxes and assessments.
The use of cesspools (or similar devices) in buildings located upon a street in which a sewer is constructed is hereby prohibited.
