This chapter and rules, regulations and procedures adopted pursuant
thereto shall apply to all borough employees, except police and fire personnel
governed by the civil service provisions of the Borough Code,[1] elected borough officials,[2] members of municipal boards and authorities,[3] and persons performing services for the borough on the basis of
a service contract, retainer or prescribed fee.
Provisions of any labor contract shall supersede this chapter.
