The Office of Borough Manager is hereby created by the Borough of Sayre, on a salaried basis, on call 24 hours a day.
The Manager shall be appointed by the Council and will fill the position until such times as the individual is removed from the position or until the Manager wishes to terminate his employment. In either case, both the Council and the Manager will give the other party 120 days' written notice of intent.
The Manager need not be a resident of the Borough of Sayre at the time of his/her appointment to the position; however, as soon as possible thereafter he shall become, and during his tenure remain, a resident of the 888 telephone exchange.
The salary of the Manager shall be adjusted from time to time by resolution.
A. 
Powers and duties.
(1) 
The Manager shall be the Chief Administrative Officer of the borough and shall be responsible to the Council, as a whole, for the proper and efficient administration of the affairs of the Borough of Sayre.
(2) 
The duties shall include the supervision and responsibility for activities of all departments of the borough, except for those duties expressly imposed by statute on the Council or Mayor who supervises the Police Department.
(3) 
The Manager shall, together with the Council, hire and, if necessary for the good of the borough, suspend or discharge all employees. The Manager shall not discharge professional employees of the borough or department heads without Council's consent.
(4) 
He will prepare and submit to the Council the budget for the next calendar year, with explanations for budget as received by statute.
(5) 
He then shall be responsible for the administration of the budget after its adoption by the Council.
(6) 
He shall receive and attend all meetings of the Council and its committees, with the right to take part in the discussion.
(7) 
He shall prepare the agenda for each meeting and supply facts pertinent thereto in consultation with the President of Council.
(8) 
He shall keep the Council informed as to the conduct of borough affairs and submit timely reports of the financial and physical condition of the borough (including the streets and public works) and make recommendations as he shall deem necessary.
(9) 
He shall attend to the letting of contracts in due form of law and shall supervise the performance and faithful execution of these contracts.
(10) 
He shall be responsible for overseeing the collection of all moneys due to the borough.
(11) 
He shall be authorized to administer the funds allocated in the budget; however, any transfer of funds from one account in the budget to another account must be approved by Council.
(12) 
He shall be responsible for handling all complaints or claims against the borough in all matters relating to these complaints. If, after investigating, it is found that the complaint or claim cannot be satisfactorily brought to a conclusion by his office, then he should advise the Council and turn the matter over to it for disposition.
(13) 
He shall prepare, prior to each new calendar year, a road improvement and maintenance plan and also have a projected five-year program for road and property improvement and be responsible for all maintenance of equipment.
(14) 
He shall assist the fire company in preparing an inventory and plan for updating equipment.
(15) 
He shall investigate and present recommendations concerning federal and state grant-in-aid programs and prepare the necessary paperwork to secure these grants.
(16) 
He shall perform from time to time such other duties as are designated by the Council.
B. 
Absence or disability. If the Manager becomes ill or needs to be absent from the borough, the Council President shall designate one qualified member of the borough staff to perform the duties of the Manager during his absence or disability. The person so designated shall not perform these duties for a period longer than two weeks without the approval of the Council.
The Borough Council may, in case of illness or in the absence of the Manager from the borough, designate a qualified individual to perform the duties of the Manager in his absence or disability.
