Except for those highways or portions thereof described below, it shall be unlawful for any person to operate any commercial vehicle or other tractor, trailer or tractor-trailer combination, having a gross weight in excess of 10,000 pounds upon any of the highways in the Borough, except where such operation thereon shall be necessary in order to pick up or deliver any goods, wares, merchandise or material from or to any premises located upon such highway or portion thereof.
