The Commissioners of Ridgely deem it necessary for the protection of certain property of citizens of the Town of Ridgely (i.e., bicycles) that such property be marked for easy identification and registered with the town police.
Any bicycle owned by a resident of the Town of Ridgely or any bicycle kept, stored or used for transportation within the Town of Ridgely on either a regular or daily basis must be marked for identification by the Ridgely Police Department.
The Ridgely Police Department shall identify each bicycle by stamping an identification number on the metal frame of such bicycle.
The Ridgely Police Department shall maintain a registration list of all bicycles marked, such registration list to contain the name and address of the owner and the bicycle identification number.
The Police Department of Ridgely may impound any unregistered bicycle used within the town limits of Ridgely. The owner or user of any impounded bicycle shall make application to the Ridgely Police Department for the release of such bicycle. To allow adequate time for registration, this section shall become effective on July 15, 1977.
