As used in this article, the following terms shall have the meanings indicated:
AUTOMATIC AMUSEMENT DEVICES
Electronic, mechanical and electromechanical amusement devices as defined in Article I of this chapter in § 77-1.

PERSON
Any individual, firm or member of a firm, partnership, member of a partnership, corporation or any officer, director or stockholder of any corporation, or any agent or any employees of any such firm, partnership or corporation.

No person shall place or exhibit in any store, place of business or elsewhere within the limits of the City of Garfield any automatic amusement device or devices without first obtaining a distributor's license from the City Council of the City of Garfield and paying the fee per year as provided for in § 77-12 herein. Such distributor's license shall be obtained from the City Council upon written application, which application shall state the name and address of the applicant, and in the case of corporate applicants, the application shall be signed by an officer and shall state the names and addresses of all stockholders and officers thereof. All applications shall further state the number and type of automatic amusement devices to be installed by the applicant in the City of Garfield.

The fee payable for the distributor's license provided for in § 77-11 herein shall be the sum of $350 per year or any portion thereof, and said licenses shall expire on the second day of January of each year. Said distributor's license shall entitle the holder thereof to install automatic amusement devices in locations within the City of Garfield, subject to the regulations as provided by ordinance and any amendments thereto.
The distributor's license as provided for herein may be transferred from person to person by the City Council upon application in writing, containing the same information required in the original application and further containing the written consent of the holder of such licenses.
This article is enacted for the purpose of regulating and controlling the business of distributors for public use of automatic amusement devices and for the purpose of raising revenue for the City of Garfield.

Any person who violates this article shall, upon conviction thereof, be subject to one or more of the following: a fine not exceeding $2,000; imprisonment for a term not exceeding 90 days; and/or a period of community service not exceeding 90 days.
