As used in this article, the following terms shall have the meanings indicated:
MUD WRESTLING and JELL-O WRESTLING
Refer to an act or acts performed in a public place, as defined herein, by a person as defined herein, which acts as an amusement wherein the performers engage in the physical activity of wrestling as it is commonly known, in which the participants are clad in bathing suits or similar clothing and while engulfed, immersed or smeared with mud or Jell-O. The results of such activity are that certain parts of the human body, namely genitalia and mammaries are exposed and/or emphasized as a result of the physical activity and the combination of mud and/or Jell-O.
PERSON
Any individual, partnership, association or corporation, that is an owner, landlord, occupant, operator or an executor, administrator, trustee or the legal representative of owner, landlord, lessee, tenant, occupant or operator of any public place as defined herein.
PUBLIC PLACE
Any place available to or used by the general public, whether or not an admission fee is charged, including but not limited to restaurants, discotheques, cabarets, bars, social clubs, amusement parks, penny arcades, game rooms and other similar establishments.
WET T-SHIRT AND WET JOCK CONTESTS
Refers to an activity whereby a person or persons are displayed to the public in T-shirts, athletic supporters or small bathing suits and whereby the public is encouraged and invited to squirt, splash or douse participants all to the effect of exposing and emphasizing the human genitalia and mammaries.
No person shall operate, use, perform, install or accommodate in any public place mud wrestling, Jell-O wrestling, wet T-shirt or wet jock contests or performances within the City of Garfield, whether or not a fee is charged for the operation or performance thereof.

Any person, as defined herein, violating any of the provisions of this article shall be liable to one or more of the following: a fine not exceeding $2,000; imprisonment for a term not exceeding 90 days; and/or a period of community service not exceeding 90 days.
