The applicant shall observe the requirements and principles of land subdivision in the design of each subdivision or portion thereof, as provided in this article.
The subdivision plat shall conform to design standards that will encourage good development patterns within the municipality. Where either or both an Official Map or Master Plan has or have been adopted in whole or in part, the subdivision shall conform to the proposals and conditions shown thereon. The streets, drainage rights-of-way, school sites and public parks and playgrounds shown on an officially adopted Master Plan or Official Map shall be considered in approval of subdivision plats. Where no Master Plan or Official Map exists, streets and drainage rights-of-way shall be shown on the final plat in accordance with Section 20 of Chapter 433 of the Laws of 1953, or any amendments thereof, and shall be such as to lend themselves to the harmonious development of the Borough and to enhance the public welfare in accordance with the design standards contained in this article.
A. 
The arrangement of streets not shown on the Master Plan or Official Map shall be such as to provide for the appropriate extension of existing streets.
B. 
Minor streets shall be so designed as to discourage through traffic.
C. 
The right-of-way width of any street shall be measured from lot line to lot line and shall conform to the requirements of the ordinance relating to acceptance of streets, roads, highways and thoroughfares.
D. 
No subdivision showing reserve strips controlling access to streets shall be approved.
E. 
Subdivisions that adjoin or include existing streets that do not conform to widths as shown on the Master Plan or Official Map or the street width requirements of the Road Ordinance shall dedicate additional width along either one or both sides of said road. If the subdivision is along one side only, 1/2 of the required extra width shall be dedicated.
F. 
Grades of streets shall be as specified in the most current Street Acceptance Ordinance.[1]

G. 
Street intersections shall be as nearly at right angles as is possible, and in no case shall they be less than 60º. The block corners at intersections shall be rounded at the curblines with a curve having a radius of not less than 30 feet.
H. 
Reverse curves shall have minimum radii of 200 feet; provided, however, that the Planning Board may under special conditions require larger radii.
I. 
Street jogs with center-line offsets of less than 125 feet shall be prohibited.
J. 
All changes in grade shall be connected by vertical curves of sufficient radius to provide a smooth transition.
K. 
Culs-de-sac shall be as specified in the most current Street Acceptance Ordinance.[2]

L. 
No street shall have a name which will duplicate or so nearly duplicate as to be confused with the names of existing streets. The continuation of an existing street shall have the same name.
M. 
All new streets shall be so oriented as to permit, within the limits of practicability and feasibility, the buildings constructed thereon to maximize solar gain.

A. 
Block length and width or acreage within bounding roads shall be such as to accommodate the size of lot required in the area by the Zoning Ordinance and to provide for convenient access, circulation control and safety of street traffic. Blocks shall be of such sizes and shapes as considerations of topography and street layout shall dictate, but the Planning Board shall not approve blocks that are either unreasonably large or small. The corners of blocks at road intersections shall be cut back on an arc concentric with the arc of the curblines or on the chord of such concentric arc.
B. 
For commercial, group housing or industrial use, block size shall be sufficient to meet all area and yard requirements for such use.

Lot dimensions and area shall not be less than the requirements of the Zoning Ordinance.[1]

B. 
Insofar as is practical, side lot lines shall be at right angles to straight streets and radial to curved streets.
C. 
Each lot must front upon an approved street or on an approved right-of-way.
D. 
Where extra width has been dedicated for widening of existing streets, lots shall begin at such extra-width line, and all setbacks shall be measured from such line.
E. 
Where there is a question as to the suitability of a lot or lots for their intended use due to factors such as rock formations, drainage conditions, sewage disposal by burial or similar circumstances, the Planning Board may, after adequate investigation, withhold approval of such lots.
F. 
In the case of lots designed for business or industrial use, off-street parking space shall be provided as required by the Planning Board and Board of Adjustment or as required by the Zoning Ordinance.
A. 
In large-scale developments, easements along rear property lines or elsewhere for utility installations may be required. Such easements shall be of the width and location determined by the Planning Board after consultation with the companies or Borough departments concerned.
B. 
Where a subdivision is traversed by a watercourse, drainageway, channel or stream, there shall be provided a stormwater easement or drainage right-of-way conforming substantially with the lines of such watercourse and such further width or construction, or both, as will be adequate for the purpose. In determining the proper drainage of any subdivision, the Planning Board shall take into consideration and, if possible, make provisions for future drainage problems which may arise and shall not be restricted in imposing conditions or regulations respecting drainage problems on the particular subdivision under consideration.
C. 
Natural features such as trees, brooks, hilltops and views shall be preserved whenever possible in designing any subdivision containing such features.
Curbs, gutters, sidewalks, crosswalks, street pavements, fire hydrants, shade trees, monuments, water mains, storm sewers, sanitary sewers and any other improvement that may be required shall be designed and constructed to conform to the specifications of the Borough Engineer.
