[Adopted 11-5-1979 as §§ 18-1 and 18-51 to 18-55 of the 1979 Revised General Ordinances]
The necessity in the public interest for the provisions hereof is hereby declared to be a matter of legislative determination and public policy, and this article is enacted in pursuance and for the purpose of securing and promoting the public health, comfort, convenience, safety, welfare and prosperity, and the peace and quiet, of the Township.
As used in this article, the following terms shall have the meanings indicated:
PARK
A park, playground, recreation center or other area in the Township which is owned, used or maintained by the Township and is devoted to active or passive recreation.
PARKING AREA
An off-street area located within a park, or adjacent thereto, set aside for the parking of vehicles.
VEHICLE
Any vehicle propelled otherwise than by human muscular power.
Whenever the Manager shall find that the making, creation or maintenance of loud, boisterous, unnecessary or unusual noises within a parking area, or the damage to, or mutilation, defacement or destruction of, public property at or adjacent to any such parking area, is such as to constitute a detriment to the health, comfort, convenience, peace, safety, welfare and prosperity of the residents of the Township, the Manager may, by his written administrative order filed in his office, notice of which shall be published in the official newspaper of the Township, prevailing time, of the following day, and to take such steps as he may deem necessary or required to close the entrance or entrances to such parking area during such hours.
Whenever a parking area has been closed pursuant to the provisions hereof, no person shall:
A. 
Occupy or be present in any such closed parking area;
B. 
Park, or cause, suffer or permit to be parked, therein any vehicle; or
C. 
Remove, damage, mutilate, deface or destroy any barricade, chain, notice, sign or other object blocking the entrance to such parking area or indicating the same to be closed.
Nothing herein contained shall be deemed or construed to apply to:
A. 
Township personnel engaged in or conducting Township business in any such closed parking area.
B. 
Any group or organization holding a permit to conduct an activity in such parking area, or in a parking of which such parking area is a part, for a period extending beyond the hour of 10:00 p.m.
C. 
Any person found in any such parking area by reason of an unusual or unforeseen emergency.
Unless another penalty is expressly provided herein, any person who violates any provision of this article shall, upon conviction thereof, be punished by a fine not exceeding $500, or by imprisonment for a term not exceeding 90 days, or both. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
