A. 
No persons, except fire fighters or Department of Public Works personnel in the discharge of their duty, shall open any hydrant in the Town of Franklin without prior written approval of the Fire Chief, Water Superintendent or Department of Public Works Director. Any one obtaining such permission shall not open any hydrant without first installing a two-and-one-half-inch gate valve to the hydrant outlet.
B. 
The penalty for violation of this section, which may be enforced by the Fire Chief or Department of Public Works Director, or the designee of either, and which may be enforced pursuant to the provisions of MGL C. 40, § 21D, relative to noncriminal disposition, shall be:
(1) 
First violation: a fine of $100.
(2) 
Second violation: a fine of $200.
(3) 
Subsequent violations: a fine of $500.

If only one water main enters the customer's property and serves both sprinkler/standpipe and a private hydrant(s), only one sprinkler and hydrant fee shall be charged.
