[Adopted as Sec. 2-20 of the 1982 Revised General Ordinances]
A. 
A Municipal Advisory Recreation Board is hereby created and established. The Board shall consist of 12 members, residents of the Borough, or owners of property within the Borough, who shall be appointed by the Mayor, and subject to the confirmation of Borough Council. Upon the formation of the first Board, three members shall have one-year terms, three members shall have two-year terms, three members shall have three-year terms, and three members shall have four-year terms. Thereafter, all appointments shall be to four-year terms.
B. 
Vacancies shall be filled for unexpired terms only. Each person appointed to either a full term or a vacancy shall hold office until a successor is appointed and qualifies.
C. 
The members of the Board shall not be compensated for their services.
A. 
The Board shall meet at least once each month and at such other times as may be considered necessary to transact the business of the Board.
B. 
Three members personally present shall constitute a majority of the Board; and this majority shall constitute a quorum for the purpose of conducting any meeting, but any lesser number may meet and adjourn.
A. 
The Board shall elect from among its members a Chairman and a Vice Chairman. The Chairman shall preside at Board meetings and generally perform the duties of a presiding officer. In the absence of the Chairman, the duties and powers shall be performed and exercised by the Vice Chairman.
B. 
The Board shall select from among its membership a Secretary who shall keep a record of the minutes of each meeting and other official actions of the Board.
The Board shall:
A. 
Develop and oversee recreation programs for the community, including those for school children outside of school hours; and
B. 
Report and make recommendations and suggestions to the Mayor and Council about its activities, including the maintenance and operation of Borough playgrounds and recreational areas.
A. 
The Board shall have the authority to draft and adopt a policy for the declaring of vacancies. A copy of the adopted policy shall be transmitted to the Borough Clerk and kept on file. When applicable, the Chairman shall document that the Board conformed to the policy and declare the seat of the member in question vacant. The Chairman shall immediately transmit such documentation to the Mayor and the Chair of the Beach and Recreation Committee and inform the Mayor and the Chair of the Beach and Recreation Committee of such vacancy.
B. 
In the event that any member informs the Chairman in writing of his or her desire not to continue as a member of the Board, then the Chairman shall declare that member's seat on the Board vacant and shall immediately transmit such writing to the Mayor and the Chair of the Beach and Recreation Committee.
C. 
Upon the declaration of any vacancy, the Mayor, with the advice and consent of a majority of the Borough Council then present and voting, shall appoint a person to fill the unexpired term of the departing member of the Board.
