A Shade Tree Advisory Committee is hereby created
and established in the Borough of Stone Harbor. Its purpose is to
study requirements and present recommendations to the governing body
for the regulation, planting, care and control of shade and ornamental
trees and shrubbery upon and in the streets and public properties
of the municipality.
The Committee shall organize within 30 days
after the appointment of its total membership for the remainder of
the calendar year, and annually in January thereafter. Organization
shall include the election of a Chairman, Vice Chairman, the appointment
of a Secretary, who need not be a member, and the adoption of a meeting
schedule. The Committee shall establish its own rules and keep minutes
of its proceedings.
The Committee's duties shall include:
A. Develop standards and make recommendations for the
regulation, planting and care of shade and ornamental trees and shrubbery
now located, or which may hereafter be located, upon any public property
in the Borough.
B. Identify and request the removal of any tree, shrub,
or part thereof, dangerous to public safety and/or which interferes
with safe pedestrian and vehicular traffic.
C. Provide advice to residents with respect to recommended
indigenous trees and shrubs.
D. Encourage arboriculture, xeriscaping and public participation
by initiating memorial or group-supported plantings.
E. Prepare and submit to the governing body recommendations
for the passage, amendment and repeal of ordinances necessary or proper
for implementation of the purpose of this article.
F. Develop plans to insure future tree population by
planting and replanting. Recommend a plan to the Borough for inclusion
in the Borough's six-year Master Plan.
G. During the month of November, submit to the governing
body a planting/maintenance plan for the ensuing year along with estimated
costs.

The Committee shall coordinate its activities
with Borough Council's Public Works Committee.
