No person shall park or be permitted to park an automobile or other vehicle or allow such vehicle to remain in or upon the public parking places or areas described in Schedule XXVII (§ 319-88) between the hours of 6:00 a.m. and 6:00 p.m. each day except Saturdays, Sundays and legal holidays, unless the owner of such vehicle shall have a sticker or license as hereinafter described.

Any resident of the Village of Port Chester shall have the right, upon making application to the Village Clerk and upon furnishing said Clerk with satisfactory evidence that such applicant is a resident of said Village and a commuter, having a commuter's monthly commutation book, and upon paying the annual fee as noted in § 175-4, entitled "Enumeration of fees," of the Code of the Village of Port Chester, to receive a decal entitling him to park his automobile or other vehicle in the place and location described in Schedule XXVII if space therein shall be available. Likewise, any nonresident, upon application and satisfactory evidence that such applicant is a commuter, having a monthly commutation book, upon paying an annual fee as noted in § 175-4, entitled "Enumeration of fees," shall similarly receive a decal. Such decal shall be conspicuously displayed by attaching the same to the left rear, clean bumper. Applicants who request two plate numbers on the decal shall place the decal on the rear window, left side. All vehicles are to be parked front wheels in. Decals shall not be transferable.
Parking is prohibited from 3:00 a.m. to 6:00
a.m. in the commuter parking areas described in Schedule XXVII.
All vehicles parked at the areas shall be at
the owner's risk.
