The Fiscal Director shall serve as Deputy Director of the Department of Accounts and Finance and shall have all the powers, duties and responsibilities set out in the Home Rule Charter Act of 1988, August 20, Article IX, § C-4 et seq. In addition thereto, the Fiscal Director shall:
A. 
As Deputy Director, supervise and direct the internal organization of the department.
B. 
Keep accurate and complete records of all receipts and disbursements of all City-owned funds and non-city-owned funds to ensure compliance with the annual budget and capital improvements.
C. 
Disburse City funds pursuant to authorizations for payment made by the Council and authorize no payment or obligation against any appropriation except in accordance with the designated budget appropriations.
D. 
Supervise the accounts and budgets of all departments and deliver year-to-date status to the Director of Accounts and Finance sufficiently in advance of the monthly meeting of the Council. This will include budget analysis, forecasting and projections for the information of the Council.
E. 
Issue all purchase orders.
F. 
Invest City funds in cooperation with the City Treasurer.
G. 
Attend all Council meetings.
H. 
Work closely with the Department of Administration and Development for receiving of grants.
I. 
Establish a uniform accounting system in accordance with the Home Rule Charter, Act of 1988, August 20, Article XIV, § C-73 et seq., throughout the City government. Such system shall be designed to reflect accurately the assets and liabilities and the income and expenses of the City and shall control all expenditures by the encumbrance system.
J. 
Prepare and present to the Council a monthly financial report of City revenues and expenditures for all departments and funds. The report shall include the amounts budgeted, current monthly expenditures, year-to-date receipts and expenditures and the remaining balances.
K. 
Prepare an annual report stating all financial activities of the City of Greensburg for the previous year. This report shall include all financial data that was included in the City Controller's report. Other information, such as a directory of current elected and appointed senior City officials shall be included, as well as other statistics relevant to City activities for the year. The report shall be prepared, printed and presented to the Council no later than the regular March Council meeting and will be available, free of charge, to the public. Prior to printing, the report will be proofread to minimize error, if possible. The budget message shall be included in its entirety in the annual report. At the Mayor's discretion, his State of the City message or other information may be included in the annual report.
L. 
In relationship to the City Administrator, refer all human resource matters of the Fiscal Department to the City Administrator who will act as Human Resource Director for all departments in these matters.

A. 
A projected expenditure report shall be written by the department supervisor for the purpose of informing the department director and the City Administrator in those departments in which he serves as the Deputy Director of the expected expenditures in the department for the ensuing year.

B. 
Department directors shall consolidate the reports and submit their departmental budgets to the Fiscal Director. These expenditures shall consist of projects, programs, manpower, needed equipment, equipment maintenance, operating costs and materials.
C. 
The Fiscal Director will present the City budget to the Director of Accounts and Finance by November 1, in order that the Director will have sufficient time to evaluate and review the budget.

D. 
The Director of Accounts and Finance will present the City budget to a budget conference scheduled prior to the regular November Council meeting.

Competitive bidding procedures shall be as set forth in 53 P.S. § 36901 et seq., unless provided otherwise by Article XV of the Charter or other ordinance of the City.
