Developers or residents of residential developments may request, by way of a subdivision plan or formal petition, that the Township furnish streetlighting service, pursuant to the First Class Township Code, 53 P.S. § 55101 et seq. The formal petition shall be signed by every property owner whose property will be subject to assessment as described in § 133-2.

The Board of Commissioners shall annually assess or cause to be assessed the cost of such lighting service by an equal assessment on all properties situated wholly or in part within 300 feet of any streetlight, such distance to be measured along the center line of the street, in proportion to the number of feet the same fronts on a street or highway, or the portion thereof, so lighted by the lighting service requested.
The assessment per foot front against vacant lots in any area so receiving the lighting service rendered shall be assessed only 25% of the assessment per foot front against property with improvements thereon.

The assessment in the several residential developments or areas within the Township may vary and be of a different amount according to the kind of service rendered in any particular area so assessed, so that the abutting properties receiving such services may pay for the kind and type of service rendered on a foot front basis.
All assessments for streetlighting shall be filed with the Township Treasurer, who shall give 30 days' written notice that the assessments are due and payable, stating the due date to each party so assessed, either by service on the owner of the property or by mailing such notice to the owner at his last known post office address.
Any assessments which shall remain unpaid on the first Monday of May of the succeeding year shall be collected in accordance with the provisions of the First Class Township Code.[1]
