As used in this chapter, the following terms shall have the meanings indicated:
LIBRARY MATERIAL
Any book, periodical, pamphlet, compact disc, audiovisual material or any other article.
A. 
No person shall detain or fail to return any library material, properly on loan from the Free Public Library of the Township of River Vale, after its return date. The Library Director shall file a complaint for a violation of this section, pursuant to the following conditions:
(1) 
The Library Administration shall send a certified letter, return receipt requested to the last known address of a person, when that person has detained library material for a period of six weeks past the date said library material was due to be returned. The letter shall inform the person that the library material is overdue and that he or she may be subject to prosecution for failure to return said library material. After 30 days have elapsed from the date of posting by certified mail, return receipt requested, of the letter demanding return of said library material, the Library Director shall file a complaint for a violation of this section.
(2) 
In the case of a minor, the letter shall be sent to the parent or guardian of the minor involved.
B. 
No person shall cut, tear, deface, disfigure, damage or destroy any library material or property which is borrowed from, owned by or is in the custody of such library.
C. 
No person shall remove any material or any other item or article from the Free Public Library Building without complying with the rules, regulations and procedures of the library for the borrowing of such library material.
D. 
No person with intent to fraud shall register or furnish a false name or address or use any card other than the one issued to said person for the purpose of borrowing any book or other article from such library.
The Library Director is authorized to file a complaint in the Municipal Court for any violation of this chapter.
Any person who violates the provisions of this chapter shall, upon conviction thereof, be subject to the penalties provided for in Chapter 1, General Provisions, Article I, § 1-14, for each subsequent offense. Said fine is in addition to any late fees or replacement costs established by the library.
