The owner, occupant and tenant of every property fronting upon or alongside of any of the streets in the Borough of New Wilmington is each hereby required to remove or cause to be removed from all of the sidewalks in front of or alongside such property all snow and/or ice thereon fallen or formed, within 24 hours after the same shall have ceased to fall or to be formed. The scattering of salt, sand or cinders, etc., in sufficient amount is acceptable in lieu of complete ice removal. The owner(s) of a property shall be responsible for conforming to the requirements of this section and the tenant(s) or occupant(s) shall also be responsible therefore, jointly and severally with each other and with the owner(s). It is the intent of this article that it is the responsibility of the owner(s) as well as the responsibility of the tenant(s) or occupier(s) of such premises to comply with the provisions of this article, and enforcement may be had against the owner(s) and/or the occupier(s) or against them all or against some of them.
In any case where the owner, occupant or tenant, as aforesaid, shall fail, neglect or refuse to comply with any of the provisions of § 212-6 of this article within the time limit prescribed therein, the Borough authorities may proceed immediately to remove all snow and/or ice from the sidewalk of such delinquent and to collect the expenses thereof, with an additional amount of 10%, from such owner, occupant or tenant, as the case may be, which may be in addition to any fine or penalty imposed under § 212-8 of this article.

Any owner, occupant or tenant who shall fail to remove any snow or ice from any sidewalk as required by § 212-6 of this article shall, upon conviction thereof before the District Justice, be sentenced to a fine not exceeding $600, plus costs of prosecution for each offense. Such fine and costs may be in addition to any expenses and additional amount authorized and imposed under § 212-7 of this article. Each day's violation shall constitute a separate offense.
