The City Council of the City of Pottsville hereby signifies its intention and desire to establish and organize a Garfield Square Monument Committee.
The Garfield Square Monument Committee shall consist of five members, all of whom shall be citizens of the City of Pottsville, with three of the five members being the Mayor, the Director of Parks and Public Property and an active member of the Pottsville Joint Veterans Association. The term of office of members shall be four years, to coincide with the term of office of the Mayor of the City of Pottsville. The Mayor shall appoint said members, and in the event of vacancies, the Mayor shall appoint a member to fill the unexpired term. Members whose terms have expired shall hold office until their successors have been appointed.
The Committee shall make recommendations to the City for the maintenance and care of the Garfield Square Monument area, including, but not limited to, the placement and removal of monuments, flags, and any other item appropriate for the Garfield Square Monument area. Said authority, however, shall not conflict with the regular maintenance performed by the City of Pottsville, Department of Parks and Public Property.
The Committee shall perform all of the duties and shall exercise all of the powers now or hereafter conferred upon said Committee under state law and City ordinances.
