As used in this article, "fire zone/fire lane" shall mean a designated, unobstructed passageway sufficient in size to permit free passage of fire and other emergency equipment from a public highway to all necessary areas or portions of any private or public property.
The Fire Marshal shall:
A. 
By written order, establish a fire zone/fire lane upon his determination that the reasonable safety of persons occupying or using any premises, public or private, having a capacity of at least 15 persons, requires the establishment of a fire zone/fire lane.
B. 
Cause a copy of any order establishing a fire zone/fire lane to be delivered to the owner or owners, or agents thereof, of any private property on which such fire zone/fire lane is established.
A. 
Upon the establishment of a fire zone/fire lane upon public property, the Fire Marshal's office shall cause to be erected or installed adequate signs, markings and other devices to delineate said fire zone/fire lane.
B. 
Upon the establishment of a fire zone/fire lane upon private property, within 30 days after receiving written notice thereof, the owner of said premises shall erect or install adequate signs, markings and other devices, of such design as approved by the Fire Marshal, to delineate said fire zone/fire lane.
C. 
In the case that the owner of such premises refuses or neglects to comply with the written notice within 30 days after receiving it, the Fire Marshal shall cause to be erected or installed adequate signs, markings and other devices to delineate said fire zone/fire lane. The expense thereof shall be charged to the owner of said premises on which said fire zone/fire lane was established.
A. 
No person shall park, or permit to stand, a motor vehicle in a fire zone/fire lane, which has been established in accordance with this article, except when actually picking up or discharging passengers.
B. 
Any vehicle violating this article may be towed, upon the direction of a police officer, to any public or private parking facility, and all expense of such towing, and any subsequent storage, shall be borne by the registered owner of such vehicle.
Whenever a vehicle is found parking or standing in violation of this article, the Guilford Police Department shall serve upon the owner or operator of such vehicle or place upon such vehicle a notice directing the owner or operator thereof to pay a fine of $25.
