No person shall post, affix, write or paint any bill, advertisements or other notice on any fence, post, railing, tree or public building in said City, nor upon any private building without the permission of the owner or occupant thereof.
Any violation of this article shall be subject to a fine of not more than $250 or imprisonment for not more than 15 days, or both, for each offense.

No billboards or signs or bills or advertising cards of any kind shall be placed upon any post, building, or tree, or upon standards placed upon the ground within the limits of the public parks, nor shall it be attached, posted or placed upon any telephone, telegraph or electric light pole within the limits of any highway of this City. But shall not include any election notices posted as required by law.
Any person who shall place or cause to be placed any such sign, bill or advertisement shall be subject to a fine of not more than $250 or imprisonment for not more than 15 days, or both.
