The Department of Finance shall be directed by the Director
of Finance who shall be appointed by the Common Council for a two
year term, expiring at the end of each even numbered year.
The specific powers and duties of the Director of Finance shall
include:
Service as the chief fiscal officer of the City, maintaining
and supervising the general accounting system of the City in accordance
with the Uniform System of Accounts approved by the State Comptroller.
Service as the treasurer of the City, including receipt and
custody of all public funds belonging to or handled by the City, including
federal and state aid, general revenues, and all fees and other revenues
which may be collected by other City departments or offices.
Deposit of all public funds received by the department in such
depositories as may be designated by the Common Council, and custody
over their investment and management, except as otherwise provided
by this Charter or by law.
Examination and audit of the accounts of all departments and
offices of the City.
Supervision over and responsibility for disbursement of all
City funds.
Assistance in preparation of the annual City budget.
Oversight of the overall purchasing functions of the City and
its departments.
Maintenance and audit of the fixed assets of the City.
