The Department of Community Development shall be directed by the Director of Community Development. The Director of Community Development shall be appointed by the Common Council for a two year term expiring at the end of every even numbered year.
The specific powers and duties of the Director of Community Development shall include:
Initiation of new and upgraded development within the City as it relates to industrial, commercial and residential uses of property.
Preparation of applications for grants, gifts, financial aid or other assistance which may be available to advance community development programs and projects.
Supervision and coordination over all community development activities involving city funds and other types of assistance, including monitoring of compliance by the City and developers of any grant conditions for which the City is responsible.
Direction and oversight, as they relate to the City's interests, over all programs and City-related subsidiaries and corporations which receive City community development funds, and over employees and consultants which may be employed or retained by the City as part of any contract involving community development funds or activities.
Direction and oversight over activities involving local laws, ordinances and regulations associated with land use.

Assistance to the Mayor and to City boards and commissions as it pertains to comprehensive planning and development of the physical, economic, social and cultural environments of the City and the preparation of related plans and programs.
Service as a city representative to all local, county, regional or other organizations to which a city representative is necessary or appropriate as it relates to municipal planning or community development activities or funding.
