The Department of Human Services shall be directed by the Director
of Human Services and shall include the Youth Bureau and other offices
or activities related to human services which may be established by
the Mayor or the Common Council. In event an appointment is not made
to the position of Director of Human Services, the Mayor shall serve
in such capacity.
The Youth Bureau shall be directed by the Youth Bureau Director
who shall be appointed for a two year term to expire on December 31
of each even numbered year.
The specific powers and duties of the Youth Bureau Director
shall include:
Research, analysis and development of programs to meet the needs
of youths in the City, including those related to recreation, youth
services and other juvenile delinquency prevention activities.
Preparation of applications for various state aid and other
financial assistance programs for youth related activities of benefit
to city youths.
Planning and implementation of City youth programs for which
appropriations have been made, including oversight of contract agencies
providing youth services for the City.
Monitoring of compliance by the City and its contractors as
it relates to any grant conditions for which the City is responsible.
Providing assistance to other public and private agencies in
developing and improving programs related to youth needs in the community.
Coordination and implementation of publicity for youth related
activities and needs in the City.
