There shall hereafter be three alternate members of the Planning and Zoning Commission of the City of West Haven as provided for by Section 8-1b of the Connecticut General Statutes, Revision of 1958, as amended. Each such alternate member shall be an elector and resident of said city and shall be appointed by the Mayor and approved by the City Council.
One of said alternates shall be appointed to serve for three years from the first day of April 1966, one to serve for four years from said date and one to serve for five years from said date, and, thereafter, each alternate shall be appointed by the Mayor and approved by the City Council for a term of five years, except that any vacancy shall be filled for the unexpired portion of the term.
At no time shall more than two alternate members of the Planning and Zoning Commission be members of the same political party.

The Mayor of the City of West Haven shall fill, by appointment, any vacancy on the Planning and Zoning Commission for the remainder of the unexpired term.
