No permit shall be issued nor shall any amendment to a permit be approved until the fee, or additional fee, as the case may be, shall have been paid. The fees for permits include the state education fees and shall be as follows:
Building permit: $20 per $1,000 or fraction thereof.
Certificate of use or occupancy: $20.
Plumbing and mechanical permit (fees): $20 per $1,000 or fraction thereof.
Electrical permit (fees): $20 per $1,000 or fraction thereof.
In accordance with Section 29-263 C.G.S., if it is determined that work has been started without issuance of the appropriate permit by the West Haven Building Department (WHBD) the above fee(s) shall be doubled. In the event of an emergency situation the appropriate person(s) shall contact the WHBD immediately, and if the Building Official concurs that an emergency has occurred the double permit fees may be waived and the schedule of fee(s) above shall apply.
No building application shall be approved by the West Haven Building Department, (WHBD) if it is determined by the WHBD that there are delinquent taxes or sewer use charges against the property for which the application is made; the applicant is to provide to the WHBD a statement from the Office of the Tax Collector that the owner of the property for which an application is made has entered into a payment program approved by the Tax Collector to pay off the delinquent taxes or sewer use charges which may be due. As used in this section the term "building application" shall include any application for a building permit, plumbing, mechanical or electrical permit.
The Building Official of the City of West Haven is authorized to set an additional fee schedule which is to be held in a separate account for the purpose of relocation funds for displaced tenant(s) because of emergency or unsafe or illegal occupancies for the following items:
Review of construction documents prior to a permit application. The fee would be determined at the Building Official's rate of pay to be rounded up to the next whole ten-digit number times the actual hours used during this review. The applicant would agree to payment before the permit application is processed.
Reinspection fee for flagrant violations that have been recorded and submitted to the applicant and have not been corrected after the follow-up inspection. The reinspection fee would be charged to the applicant at the Building Official's rate of pay to be rounded up to the next whole ten-digit number and is to be paid immediately before a certification of approval is awarded the applicant
Safety inspection fees will be charged to the applicant who is requesting a certificate of compliance for an existing building; the fee is to based on the Building Official's hourly rate of pay to be rounded up to the next whole ten-digit number times the anticipated time spent on the requested inspection. This fee is to be paid before the scheduled inspection and before issuance of the certificate of compliance.
Requests for safety inspection due to complaints of hazardous or unhealthy conditions will be recorded by the WHBD and fines will be served to the building owner and/or the building occupants who have caused the hazardous or unhealthy condition to exist. The fines are to be paid immediately by the building owner and/or the occupant.
Any fee legislated herein may be waived by the City Council of the City of West Haven on its recommendation or upon the recommendation of any agency, department or official within the City's responsibility for the administration of said fee.
