A. 
No permit shall be issued nor shall any amendment to a permit be approved until the fee, or additional fee, as the case may be, shall have been paid. The fees for permits includes the mandated State of Connecticut OEDM education fee and shall be as follows:
(1) 
Building (including plumbing, electrical, mechanical, or demolition) permit: $24 per thousand or fraction thereof of the value of the work.
(2) 
Certificate of use and occupancy or certificate of approval: $24.
(3) 
Special event permits: $50.
(4) 
Returned checks and other returned payments: $30.
(5) 
Floodplain development permit fee:
(a) 
One- and two-family residential structure floodplain development permit applications submitted as a matter of record for roofing, siding, replacement windows, electrical, plumbing, mechanical work less than 50% of the value of the structure: no fee.
(b) 
All other floodplain development permit applications: $25.
(c) 
Any required field inspections, including follow-up: $75 each visit.
B. 
Archiving fees.
(1) 
Archiving fees shall be charged for all applications submitted on paper documents exceeding 25 pages as follows:
(a) 
For 8 1/2 = inch by 11 = inch documents: $0.65 per page.
(b) 
For all other documents: $0.95 per page or a sheet.
(c) 
Per disk or electronic storage media device: $5.
(2) 
The Building Official, in his sole discretion, may choose to accept plan documents on approved digital media when the file format, content, and indexing of the files meet the archiving standards set from time to time by the Building Official, and waive the paper archiving fees accordingly. The Building Official is authorized to amend the document archiving fee from time to time to reflect the true cost of third-party archiving services.
C. 
No permit shall be approved by the West Haven Building Department if it is determined by the Building Official that there are delinquent taxes or sewer use charges against the property for which an application is made, unless the property owner has entered into a payment program approved by the City Tax Collector to pay off the delinquent taxes, liens, or sewer use charges which may be due. The Building Official is authorized to grant emergency waivers of this provision for work documented to be necessary to maintain the health, safety, and welfare of the subject building occupants and/or general public, and where a financial hardship has been established.
D. 
Additional fees.
(1) 
The Building Official is authorized to charge additional fees for the following items:
(a) 
Review of construction documents prior to submission of a formal building permit application;
(b) 
Overtime fees for nonbusiness hour/day inspections when agreed to in writing by the applicant;
(c) 
Safety inspections, where no permit for work has been submitted, and/or where a certificate of compliance is sought, or where exigent circumstances have brought the Building Official or his deputy to a premises to act under his ministerial duties for Building Code, Housing Code, health, and/or safety violations;
(d) 
Pre-permit inspections where work has been done without benefit of permits and inspections;
(e) 
Courtesy inspections requested by the property owner or tenant during the planning phase of a proposed project;
(f) 
Reinspection fees for flagrant violations that have been documented and submitted to the applicant and have not been corrected after the followup inspection;
(g) 
Other fees for FOIA research, document production, and similar requests as permitted under state law;
(h) 
Service charges for electronic payment where the applicant has agreed to the charge and been informed of the option to pay by cash or check without the fee;
(i) 
Fees and related costs for emergency service ordered under the authority of vacant building and public safety provisions of the Connecticut State Building Code, City of West Haven Property Maintenance Code, and relevant City ordinances or state statutes.
(2) 
The fees above shall be calculated at the Building Official's rate of pay, plus administrative payroll fees, taxes and fringe benefits, rounded up to the next whole ten-digit number times the time spent on the requested inspections, time calculated portal to portal. Said fees shall be paid prior to issuance of a certificate of occupancy or approval. Other fees shall be calculated at the exact cost to the City or at the legal maximum rate set by law. The Building Official is authorized to file a lien upon the subject property for unpaid fees, and to assess reasonable attorney's fees for collection efforts.
